Error 403

I'm staying at Oak Grove Park NAS Pensacola and a couple days ago I started getting this message:Error 403

It won't let me log on to this site only. I used my phones hotspot to get here to see if I could get it cleared up. This is the only site that is restricted.
Anybody have any ideas?

If you can access the website from your your phone, but not from the Oak Grove WiFi, then they (Oak Grove) are doing some kind of blocking or has a problem. An "Error 403" is a temporary error.
