Yes you can still take Manchester Road from Ft. Bragg to Southern Pines with one exception. Where you used to enter Manchester outside the back gate of Pope, you will know have to reach Manchester Road by coming down Longstreet Road and turning left onto Lamont Road and following it out to Manchester. If you take a good look at Google Earth you will be able to map out the route I described.
No need to worry about decals as they are a thing of the past. You DOD ID card is your single source of access now for entry.
