Does Kirkland honor the Air Force Club Card for a discount? Some Air Force bases do, even though they don't advertise it.
Nellis does advertise and I have been to other's that don't advertise, but when I ask they say yes. Just a thought.

I was at Kirtland today and drove through the FamCamp for a look. afchap's description is right-on and his picture is exactly what the 40 new sites look like. Not a nice place to stay if it's windy or raining.
An update on the price: All sites in the new and old area are $18.00.
Oh, they sell propane when the office is open (M-F 0830 till around 1400). Price today was $1.95/gal.
