Cut from a military announcement:
"If DeCA's budget is cut to such a magnitude, it would ultimately require DeCA to close stores or change the way it delivers the commissary benefit,"
The key phrase here is: "...change the way it delivers the commissary benefit."
Kind of a cop out phrase -- should just say "We're going to take it away (or make us pay, same thing) ..." So, what DOD should change is the word "benefit' as it will no longer fit the definition. Don't see the folks making these cuts subtracting anything from themselves ...
