Good news - glad I misunderstood them. I didn't sign up for the unlimited plan, but I get the following message when I started to:

This is a good youtube video that explains the new unlimited Verizon plan. It was made by some RVers not Verizon. They seem to understand it better than the Customer Service Reps. You might get a short commercial first.

Don't know if you have considered others but Total wireless uses Verizon towers and with two phones you get 8gigs for $60 a month, with extra data running $10 for 3 gigs. So two phones with 20 gigs of 4g data would be $100 a month. I bought Motorola phones (Moto g4 play) direct from Motorola and can use them as mobile hotspots. If you buy the phones from Total wireless they disable tethering and hotspot usage.
