SD, TX, and FL are the most popular, mainly for no state income tax.

I used WA because that is my home of record and still have that DL, and it also is has no income tax. As a side note if you buy it while on active duty you can avoid paying the sales tax if your out of state. That little blurb saved me 8K in tax!
