You can sign up for this government employee discount online by going to the web link below. However, it clearly states that the discount is for VOICE lines only and only for the primary voice line. No discount for the additional lines.
Go to:

Go down to where is says "Find out today if you are eligible" and click on "Check Now". You will need to enter your government email i.e.
[email protected]
They will send you an email with a "Get Started" link. Click on that and on the page that comes up and under "Existing Customers" go down to "Register Your Line"
They ask for your First and Last name, the last four of your SSN, and your primary cell phone number. I think they also ask for a daytime number. Anyway, enter the info and click Continue and the next page says "allow 1 to 2 billing cycles for the discount to take effect".
