If I plug my CPU into one of those 12v - 110v converters that plug into the auxillary power outlet, does the truck have to be running to produce 110v power, or is it just convert directly off the battery too?

Probably depends on your vehicle. I have two plugs. One is always hot and the other requires the engine to be running.
Just a note for the safety of your computer. Check to see if the DC plug on the converter has an inline fuse. If not, I'd replace the plug with one that did. It also might not be a good idea to have your computer on and plugged in when you start the vehicle. The voltage surge may or may not be controlled by the converter.
