I'm 20% disabled, but can't use a military campground. A Department of Defense employee, even if he/she has not been in the military, CAN use them. Recourse? I've written to my representatives. Jeff Merkle responded with a form letter that didn't address the topic. Ron Wyden and Peter DeFazio did not respond.
I suspect that you are fighting an uphill battle on this issue. Get an America the Beautiful Access Card. It's free if disabled and typically provides for 50% off CGs fees and free access to Federal and national Parks. That's a lot more savings than using military facilities.
