NEED HELP! Rules and Regs on MCG's was created by lovelygirl
Can someone assist me in finding the rules and regs on MCG's? We are stationed at Fort Knox, KY. While staying at Camp Carlson, we encountered this situation:
A retired military person, brought in 4 fifth wheels, parked them and left. Shortly thereafter, several people rotated in and out of these units over a period of about 2 months. The people who were coming and going in these units, have never served a day in the military, nor were they DOD employees, or contractors working on post.

Anyone can stay in this park as long as they have a military sponsor and that the military sponsor does not have to be staying in the park. So for instance, if I wanted to bring my rv to the park and leave it there, and let other people stay in it, it is OK, and she stated YES. Also, she stated that if that person who owns the units charges these patrons rent, is none of her concern as long as the monthly rent is paid. She stated that she does not make the rules. I was absolutely SHOCKED at this info. I cannot believe that soldiers are led to believe that they will have special benefits, such as MCG available just for military and then only to have anyone to be able to come and utilize the benefits that were supposed to be for them. Is this a mis-appropriation of funds, if they are used for civilians instead of to benefit the soldier? I am a forensic auditor married to a soldier and am really wanting to make a change to help benefit those who serve this country. Can anyone out there help me to understand all of this? These soldiers took down Sadam, but yet can't seem to be able keep what was supposed to be for their benefit, i.e., MWR funds!

Unfortunately, I'm not aware of any "centralized" regulations covering the operation of military campgrounds. At least not on "how" they're operated in this sense.
HOWEVER... Fort Knox, and Camp Carlson, particpate in a DOD program called the Interactive Customer Evaluation (ICE). This is a feedback program where YOU can provide your opinion, leave feedback, and ask questions (such as this). Your comments/question go directly to the Department of Defense. After their review, your feedback is forwarded to the installation commander, or at least their representative. This installation representative will forward your feedback to the appropriate offices on the installation. Eventually, someone will provide a reply to you (if you ask for it - this is an option on the form). Local procedures vary on how your feedback is handled, but... MANY people of different levels will review your feedback. I've left ICE feedback before and am usually happy with the way they handle it. The fact that Fort Knox particpates in the ICE program refelects that the installation commander takes feedback seriously (ICE is an optional program).

I would also suggest you write a letter to the Fort Knox installation commander. Let us know what replies you get.

lovelygirl, that's not bad compared to Pine View CG. Although I do agree with you 100%. Check out the forum in the Midwest Campgrounds area. There is a discussion about Pine View Campground in Wisconsin that is open to civilians all the time. In fact, on many summer weekends, military can't get into the campground because it's full of civilians. Same with their ski chalet; it's open to civilians. So, there is virutally no time that those MWR facilities are only for military. Also, check the prices for Pine View. Outrageous!!!!

Try complaining to the IG and the Garrison Commander and show them the Army MWR Regulation AR 215-1, Chapter 6-2. See if the Garrison Commander has published a policy on MWR guests and if they are aware that guests are supposed to be accompanied by authorized patrons. The Garrison Commander is also supposed to have a policy on the number of guests that can be sponsored.
6–2. Patronage requirements
a. MWR programs are established primarily for active duty (AD) military personnel. AD personnel receive first
priority for participation or use if space is limited. Ready and Selected Reserve members have the same priority as AD
military personnel with regard to category C MWR activites only. Gray area retirees (retired reservists under age 60)
have the same priority as regular Army retirees for use of category C MWR activities only. Neither the Ready,
Selected, or Retired Reserve without pay have first priority for categories A and B MWR activities (10 USC 1065)(see
definitions in the glossary for Ready, Selected, and Retired Military Personnel). Eligible family members may
participate in MWR activities whether or not accompanied by the sponsor. Family members and guests of first priority
patrons assume the same priority. All others have equal access after first priority patrons, on a first come basis, unless
determined otherwise by the local commander.
b. Guests must be accompanied by authorized patrons and may participate in MWR activities, purchase items
incidental to participation, and consume food and beverages while on the premises. Otherwise, guests are not
authorized resale purchases. Commanders (or delegatees) will approve local rules governing the number of guests and
the frequency of use at specific facilities.
c. Patronage rules will be displayed at all MWR facilities.

There is a regulation that prevents this. You are not allowed to use a government facility to run a for profit business without proper permits. If this person is running a for profit business on a military campground that is 100% wrong. If MWR and the base aren't interested in this person's misuse of a government facility, I'm sure the IRS would be interested in their unlicensed and probably cash only business.

(Ahem) Did something change since I retired 9 months ago? I was always told I had to escourt any of my visitors at ALL times while on any installation and I would be held responsible for their conduct during the entire time. I think it would be polite to contact the Commander of the MWR services squadron first. Explain what you see and let him/her know you wanted to give them a chance to fix this situation before calling the Base Commander and the IG
