Military Campground Regulations

Since all of the MWR is faling under the Air Force. Does anyone know what the governing regulations are that will cover the parks, per the Air Force?
We are at Fort Sam Houston in Texas and it is a mess. Also, will the Air Force frequent campter program now work at all the military campgorunds?

You are right about Ft. Sam Houston being a mess, we were there about 8 months ago and infrastructure work projects created pedestrian and traffic flow difficulties. We asked campground employees if they were part of the Air Force Frequent Camper Program and at that time answer was no we are not and only a FamCamp on an actual Air Force Base fell under that program and no knowledge it would change any time soon. What kind of answer did you get when you asked?

MWR should fall under 1 main Department for all services with one regulation.
