I was in the National Guard from approximately 1970 thru 1976. No active duty other than Basic training and AIT. Went to 2 weeks summer camp at Fort Lewis Washington for 6 years and attained Specialist 5 ranking. Does this qualify for the miltary discount campgrounds. If so , how do I get a card to show this status?

Army Reg. AR-215 states the following: Use of military CGs priority is Active Duty, NG & Reservists on Active Duty Orders, Retired Military, 100% DAV, and DOD Civilians...

All of these folks have Military/DOD ID cards...so unless you qualify in one of these categories, the answer to your question is NO....
