The way I look at it my wife and I were penalized because I'm a disabled vet. My wife only works part time. We got $600 and when I asked why, all we got was the run around. Do we have anyone who works for the government that can talk in plan english? It's so confusing that I decided to take what they gave and be thankful.

I finally figured it out. It says you get up to your tax liability for 2007 return, with a $1200 cap. So if you only owe $900, that's what you get. If you owe $1400 you get the cap of $1200 ($600 each person if filing double).
If you don't have any tax liability but you have eligible income (like social security or disability) each person gets $300. We got and "odd amt" because we had that much actual tax that we owed since we had other taxable income than ss and disability. (like sale of stocks). You get one or the other, not both. wah! sure woulda been nice! That's a half tank of diesel!
you are so right about their wording. :-
