As already mentioned, it must come down from the base command level, and it will be driven by budget availability. I should point out that just because a FamCamp appears to be doing very well financially (always full), does not mean that the decision makers will spend available NAF funds there! The commanders must be aware of the need for FamCamp improvement expenditures and not everyone at that level may know or even care what happens at their FamCamps. When questions arise about ANY need for improvement at FamCamps we have visited, I always use the Interactive Customer Evaluation program (ICE), which provides a direct link for feedback (ositive or negative) for every DOD installation world-wide. I have always received a response back on my inputs, some to my satisfaction, some not, but at least I know that someone within a given command structure knows of my issue(s).
