My local base, FE Warren AFB, does not require vehicle registration, but because my RV travels take me to bases and posts that require registration and some will only give you a temporary pass. I went to my local Air National Guard and got 3 year DOD registration pass. They said they still register because of local airfield access control. This DOD pass worked at five navy facilities with no hassle. I think all DOD facilities will require ID card registration and electronically swipe them upon facility entry in a few years. Many AF bases do this already. I like it, because anyone with an outstanding warrant is caught on base entry. Many MWR campgrounds, require proof of insurance, at registration. In 2010, there was an three vehicle accident at the Key West campground, before the MWR required proof, the responsible individual, packed up and left in the middle of the night, and left two campers with expensive damage.

I was recently in Jacksonville, Fl and talked to one of the DOD Policemen at NAS Jax. He informed me that in the past week that base security had received a message from DOD and they were going to require all services and bases to go back to issueing DOD Base Decals. He did not know when it would be implemented.
