I have used it four times. In each case I received a response back, however in two cases the response turned out to be meaningless. Ft Sam responded to my complaints positively, but, in reality did nothing to correct the issues; one personnel related and one housekeeping related. Wright Pat responded positively and even asked me for some additional information. Several years later I find out that not one of the several issues identified were ever corrected. I'll reserve comment on whether I will ever use ICE again.

Recent use of ICE was for quality of food at Patrick AFB in the Riverside Dining facility. Got a response in two days and they said what I expected to hear. If anything changes, well hard to say as I am not there right now but will try food again when we go there. Have used ICE about 3 or 4 times and yes always get a response but see this is any other reporting avenue, they read it, respond and say what you expect to hear but unless they hear the same comment/complaint from who knows how many of us I doubt changes will be made.

I am a contract fligiht instructor for Army NAF and strongly encourage folks to use ICE comments - both positive and negative - to improve the services to clients. The best way to get good people recognized and to get underachievers replaced!!! You may not always get the reply you expect, but you can bet supervisors are taking heed!!

ICE is a good tool but when filling out the card it could get tossed, the best way to offer a complaint is to use the computer site and make sure you mark response requested and leave your name and number or your complaint is in vain, I know for I was an ICE Mgr for my department and feedback is a must for the Manager if you checked the response requested block. Also if you have a complaint use the MWR site for the installation and issue your complaint and their Mgr should respond, but with ICE if you check the Response block they have 3 days to track you down and give a response or they are in hot water from the installation ICE Director's office on why not, Remember and ICE comment can be for good service and bad service.

It's always easy for however reads it to respond and then do nothing. And, so there you have a meaningless response.
Once, I got a return phone call from Fourth Cliff, we had a chat, but nothing changed. SO, in some cases, when you send it, it's supposed to go to Base Command, not sure it does. But if you requested a response directly from base command, it might get a better result.
I'm just guessing, but if ICE goes to the right people and is reasonable (that's important, a reasonable comment) the it may get more action. No commander wants his base labeled as 'out of order'.
