I got an answer back from my local base. He had this to say about the program.
You would purchase the package from the FamCamp. However, we have been unable to get any packages from Lackland for several years and they are not responding to my phone calls or emails. I will try again within the week. Supposedly they have some new help now and maybe I can get them on order. Check back with me late next week and see if there are any updates. Thanks for your interest.
So you can see, the problem has been wide spread for several years.
