I think that's an old satellite photo. The houses are already gone. Yes, they plan to put in RV pads and buildings.

This video was made of the location in December 2017 by a website user. It shows the area better.

Just was at Luke AFB and actually the new Famcamp area has some action going on.
They have piles of large rocks all around the area.
Maybe they plan on protecting all the electrical panels with them so no one hits them. lol
or
Maybe they will put at the edge of your pad so you don't drive on the grass and break the sprinkler system and cause ruts.

Anyone else have any ideas?
Will keep you posted on any more action.
