I never noticed any ethnic unbalance except in the south -- and then, it just matches the local area, so is not surprising ... and not out of line either. For example, if you go to Homestead, Fl, you find hispanics -- makes sense. And in Southern Califirnia, the same thing -- but in Newport RI, you find mostly caucasians -- at least that's been my experience.

I believe exchange workers are nonappropriated fund employees. I believe commissary employees, (not baggers) are appropriated fund employees and part of the civil service system. At least on Navy bases that is the way it works.

Sorry, but the folks in the commissary are also NAF employees. (The baggers are not actually employees of the commissary and work for tips only.) I've filed many unemployment claims for former commissary employees, including Navy folks, and they have to file against the NAF system and not civil service.

Sorry, but the folks in the commissary are also NAF employees. (The baggers are not actually employees of the commissary and work for tips only.) According to the enclosed web page all commissary employees are government employees with the exception of the baggers whom are volunteers. The tips they receive are their only source of income from bagging.
