8-25. Outdoor recreation
d. Cabins/cottages/cabanas/trailers, plus tent camping.
(2) Homesteading is strictly prohibited. Installations may establish daily, weekly, or monthly reservation/contract periods, at the conclusion of which the next eligible patron on a waiting list must be accommodated. Commanders may authorize a length of stay up to 60 consecutive days during peak season and 90 days during nonpeak season. Commanders may authorize renewals of these reservations/contracts, on the day of expiration, as long as existing reservations/waiting lists will be accommodated by future departures. Personnel on extended stays must comply with local and State law relative to taxation, vehicle registry, and other residence issues.

Generally, as we see by some of you guys replying here, the problem is not the rules, it's the enforcement that lacks nuts...

OK, so now all we've gotta do is get everybody in the Army to follow the regs and get the Navy, Marine Corps, Air Force and Coast Guard to adopt a similar reg and then get all of them to follow their regs.
No problem.

As we all know, regulations are subject to interpretation and the Commander's discretion. And as with most regs, this one contradicts itself. While strictly prohibiting homesteading, it provides the Commander authority to grant personnel ability to "renew" their reservations endlessly. I would guess that like most Commanders, base commanders are happy to let the CG manager or MWR handle the issue since he has other, bigger issues to deal with. If complaints raise it to such a level that he has to deal with it, then look out. Commanders solution will most probably be severe and not beneficial to anyone.

We recently stayed four days at Maxwell Gunter recreational campground at Lake Martin, Alabama. All of the waterfront lots are taken up by permanent, i say again, permanent campers.
Lot 55 and all of the 30 series on the waterfront are taken up by people who have been there 2 to 3 years. They pay $300 per month whereas a daily rate is $15.00 per day. The problem is there are very, very, few daily lots available. Lots 52, 53, and 54, 57 and 58 are daily lots on the water and that is about all they have. The land belongs to Alabama power and light, and is leased to the airforce and is contracted by a private contractor. The contractor states that if it wasn't for the permanent residents they could not make it financially. Everyone would love to be able to live for $300 per month with water, lights, sewer and garbage included.
There are thousands and thousands of A.D. , disabled and retired veterans who are deprived of being abled to use the facility because of a few people that are taken total advantage of the situation. I feel this is a total injustice to all of the vets who would like to camp on the water but, cannot because of a selfish few. I feel this policy should be changed immediately if not sooner. Or up the rent to $600 per month per lot and do away with half of the permanent campers and increase the daily lots on the waterfront. This way they will get the same income they are getting now, and a few more vets will have daily spots to camp on the waterfront.
