If you never buy PPV then there is no need for a phone line.
Since we're always in the RV, we also don't have a phone line. However, we CAN order pay-per-view on the Internet. We use DirecTV. We visit their site, order our PPV, and it's instantly approved for viewing. No extra charges. If we call their toll-free number to order PPV, there is a charge. Bottom line - we can get PPV without a phone line.

Your dish is not a transmitter unless you have a internet system on it. They cannot tell where you are. Heck I am in Washington and three or four times have tried to get them to put my home system in Washington. As of yet it hasnt happend and my internet account with them still shows us in Utah. They cannot figure out how to put us in Washington let alone find us or know we are in Washington. Matter of fact I had to give them the zip code cuz they could not find the city or county on their system.When RVing with a satellite system and receiving a signal weather you're in the Arizona Desert or a large RV park on a Florida beach they know where you are and it's best to remember that while talking to them on the phone or they might just tell you the site number your antenna is sitting on.
I find this hard to believe. Unless I'm mistaken, your TV satellite dish isn't a transmitter.

I've been absent from the forum for about a year now and just now getting back on board. I spent several hours reviewing recent posts but have not seen any discussion of Internet via satellite. I checked into HughesNet and when they told me I would have to carry around a 4' dish I lost interest. Is that really the only option? We are not hooked on TV and are very willing to take whatever flows across the air for free, but we are sending a small fortune to Verizon for minimal service from their air cards.
So who's gonna edjecate me?

If you don't want to use an air card from a cell phone vendor, such as Verizon, then you only have a couple of choices to stay online while traveling. Go with Hughes Net and the big dish or rely on WiFi where you can get it. I run with a couple of folks who have the big dish. As long as I can park close to them I can use their connection just like WiFi. The dish will cost about $5000. I did have a chance to have one installed at a rally this past summer for $3995 but passed. Now I wish I'd bit the bullet and bought the thing. Besides, with the big dish you get that neat blue light so you can always find your coach in the RV park.
