This is a copy of what I sent to ICE. I'll post their reply but it'll probably be another copy of their previous ones.
I have a few questions about Fort Belvoir Travel Camp, but first I offer the following:
The amenities and rates of the #1 rated RV Resort in San Diego.
The amenities are;
• Resort Clubhouse
• State-of-the-art Fitness Center
• Heated Pool & Spa
• Private Meeting Room
• Spotless Showers & Restrooms
• Modern Laundry Facilities
• Full Service Propane Station
• Conference Room
• Ice Machine
• Billiard Table
• Mailboxes
• Pet Walking Area
• Trolley Access from SDRV Resort
• Book Exchange
• Dry Cleaning Service (fees apply)
• Emergency Phone
• Concierge Service
• Business Center Services
• Rental Car delivery from Enterprise
• Wiithin walking distance to the Trolley
You get all this and a site with;
• 174 groomed sites with full hook-ups
• Concrete paved patios
• Beautiful lush landscaping
• Cable TV & telephone hook-up
• 50/30 amp electric service
• Wireless Internet access
• Gated community
And the price for all this? A whopping $44-$49 a night or $255-$305 a week (which works out to $36.43-$43.57 a night).
San Diego is one of the top tourist cities in the nation. This is just an example of the top parks in about 6 Cities on the west coast that I have checked.
My questions for Fort Belvoir Travel Camp is;
How many of the above list do you have? And what else are you offering that the San Diego campground doesn’t have?
Finally; where does it say in the regulations that you should use the rates of outside parks to set the rates of FamCamps? Shouldn’t you use the income bracket of your target clientele instead? And I’m not talking about DOD or outside contractors that are drawing Per Diem or military pay grades above 05!

The answer I received about the 14 day stay limit is as follows: "Outdoor Rec is going to be very strict with our stay limit. We want to be a vacation destination not a place people live on a long term basis." Did not specifically answer my question if it applies to DOD civilians or installation contractors so did I accomplish anything with the e-mail, nope don't think so!

The Palm Creek RV Resort in Casa Grande AZ has all that turtleandtoad lists plus an 18 hole par 3 golf course and the top rate, in February, is $55.00 daily, $328 week, and $970.00 month. Plus there are discounts for longer stays.

It finally makes sense!!
I just received a reply to my message via ICE about the outragious price at Fort Belvior. It reads as follows:
Thank you for your comment in ICE. We use ICE as a tool to improve our services and communicate with our customers about how we are doing.
I would first like to say I am sorry you are disappointed with our $60.00 a night fee for our Brand New Travel Camp at Fort Belvoir.
The Fort Belvoir Travel Camp is a revenue generating business for Family and Morale, Welfare with close proximity to the DC metropolitan area and all of the sites include a view of the Potomac River. The travel camp is located in Tompkins basin which offers miles of trails, two new ADA accessible fishing piers and a recreational park. The prices were set after we compared other local and military campgrounds. Our prices are higher than our local competitors as we offer services above and beyond services offered elsewhere.
To better explain why our price is so high here are our amenities/site specs. I can not even try to compare our services or facility with the one you mention in San Diego, CA.
Each of our sites are concrete and 40 feet long and 20 feet wide and include a 10' by 10' concrete extension with a picnic table. Each site includes water, 50 AMP electric hook-up, sewer, cable, WiFi, picnic tables, and a BBQ Grill fire pit. The travel camp is gated with new private shower accommodations and laundry facilities on site.
When determining price for our Travel Camp we did do research, site visits and comparisons with the local military, regional, state and private Campgrounds. Many of our competitors that we compared to offer basic sites with gravel, 30 AMP electric hook-up without cable and WiFi. We were within regulation when determining the set price and other services we offer are not priced based on anyone’s income bracket.
We welcome you to attend our grand opening ribbon cutting ceremony on May 22nd at 1100 to tour the exceptional facility. If you can not attend the Ribbon Cutting come visit our facility any other time. We think you will be impressed with this brand new facility.

The key is the statement "The Fort Belvoir Travel Camp is a revenue generating business....."
That's it in a nutshell. FamCamps are there as a revenue generating business, and as such the pricing will be based on the maximum that they can squeeze out of the Flag Ranks and per-diem people, they are the only ones that can afford it.
I always thought MWR (or FMW or whatever they are calling it this month) money went into a non-profit fund to be used solely for support of whatever facility generated it. And that the prices were based on the paygrades using the facility. Silly me

Revenue generating business my foot! We all know the basic principal of pricing an item or a service is price it reasonably for the customer who will buy it or use it. So far we have all expressed our dismay at the price so this one may just sit vacant and revenue will be a thing of dreams for this campground. Makes we wonder how other new military campgrounds will be priced if the campgrounds are revenue generating businesses now.
