So. What you are saying is: Unless you are a retiree, you can't use military campgrounds. When I read the eligibility lists of who can use military campgrounds, it includes active duty members. I agree they shouldn't be living in the campground but they do have just as much right to use them as you and me. You need to come off your "High and Mighty" and quit criticizing people that don't have what you have. There are all types of camping equipment and if you don't like it because someone is using a 5th wheel or travel trailer you may need to start using motels for travel.

Right about part of it - the frig and fence, and kids all over unattended, and the dogs unattended.
But OP's forgetting one thing - MCGs were originally and still built and maintained for AD first, and retired second. But the purpose is recreation, not housing and not retirement, not so us retired can segregate ourselves from the AD and socialize amongst ourselves.
So, OP makes some good points, but your reasoning is really out in left field and behind the foul line. These are recreation parks for all types of RVs and the men and women who paid their dues - and the AD who are paying it now.

I'm at Oak Grove Park on NAS Pensacola and forgot to mention that my retired next door neighbor has a refrigerator on the patio.

And, so how long has that fridge been there - I've been to NAS numerous times, and it seems run pretty well, but it's been a few years. We stayed in the older section, by the marina.
The new section seems to be more for longer stays and larger rigs. Some of the old section, the sites are smaller and tighter - at least if you're staying where I'm thinking...We stayed there only once, and it's pretty nice, but no shade.

Wow this homesteading sure does become a "hot button" here. The issue is not what type of RV is being used to homestead but if you look at what types of RV's are in the long term campground at NASJRB New Orleans (and I am in Aviation Arbor right now) it is about 90% trailers and 5th wheels so anyone with one of those do not take it personally when someone on this forum uses those terms to talk about homesteading as it is a fact. These places are called trailer parks in the private sector and I would guess just about all of us owned a trailer or fifth wheel at some time or own one now. We all purchase the type of RV that works for us and thankfully we have so many choices. As for the fridges outside I bet they are plugged into the pedestal electric and Aviation Arbor has a written rule you cannot plug anything other than the RV into the pedestal. If rules are not in writing and enforced then there are people will try and get away with just about anything they have to. At one of the more popular military campgrounds in the southeast there is a written rule you cannot wash your RV but the hosts see it and say just do not let the Manager see you, now what kind of message does that send to us? Best rule of thumb we might all use is; "if you do not like what you see or hear at a military campground then do not go there" that is our rule now and we have found several new ones that are now on our go to list.
